Yes, this is a consequence of GNATS being "obsolete":
newer bug tracking systems have not kept the conversion
tools updated as there are not many users for it
anymore. 

We can always make drastic workarounds if the migration
tools take too long or simply don't work. Here are two options:

1) Leave both systems running for a while: stop opening new PRs
in GNATS: but leave it running for reference. Kill GNATS after
two major releases.

2) Fix all bugs and make a perfect release (OK, not very
realistic but theoretically possible ;-) ).
