the linux compat thingie needs those kern_fooat().

I have NOT implemented a single bit of native syscalls API and when I am
going to do it it will be 100% posix API (minus bugs ;) )
we can commit this in two phases: 
phase I: kern_fooat() + linux stuff 
phase II: native fbsd syscalls
I hope to resolve all the issues Eric raised over the weekend (hopefully) and
then it only needs a review(er) + a commiter
I definitely want this in for 7.0R.
