The problem isn't they have the wrong apr, the problem is the
WITH_APR_FROM_PORTS=yes flag (now gone and the default) was not the
previous case.  So when you delete apache22 you remove apr binaries but
not libs and the pkg is still there so configure fails because its not
re-installed; hence the ports/UPDATING entry.

You can crib some of the code from the devel/subversion port (unless I
removed it back in the day, check cvs archives).

Or if not, just check that apr-1-config exists in pre-everything or
pre-configure and point at the UPDATING file.
