Ideas for MK/bsd.apache.mk

Hi all,

the final bsd.apache.mk is finish.
A test run against ~1200 ports was success

- Ranges can be used now.
- Two new parameters USE_APACHE_BUILD and USE_APACHE_RUN are
  implemented to lower the dependency lists.
