apache22 /usr/local/etc/apache22/Includes sometimes dose not work

$ grep Includes /usr/local/etc/apache22/httpd.conf
$ ls -l /usr/local/etc/apache22/Includes/*.conf
$ sudo /usr/local/etc/apache22 restart
$ curl http://192.168.0.xx/phpbb
$ tail -20 /var/log/httpd-error.log
