AP_FAST_BUILD problems

Hi,

your recent sweep to convert mod_* ports to AP_FAST_BUILD can lead to 
hard to detect runtime problems, when the module consists from more than 
one .c file.  We just hit tis on mod_layout22 here at my job.

You might want to do a pass over all ports you changed, and revert when 
needed.
