I guess one way might be to change LATEST_LINK in apache22/Makefile to
"LATEST_LINK ?= apache22" and then override it in apache22-peruser-mpm
with something like "LATEST_LINK = apache22-peruser-mpm". Or maybe one
can use a generic value like "LATEST_LINK = ${PORTNAME}${PKGNAMESUFFIX}"

Or maybe the apache maintainers have better ideas. :-)
