patch to Mk/Uses/compiler.mk

Upon advise by swills (mentor), I would like to ask for an exp-run for the
change in https://reviews.freebsd.org/D9448 which uses devel/llvm39 for ports
requiring a compiler with OpenMP support if clang was selected as compiler and
we are on amd64.

Looking forward to the fallout!

Expected failure: math/openblas (using clang+OpenMP is unsupported upstream, we
will need to USE_GCC there)
