	I am not a file system guru, but I have seen the logic and it
makes sense.  Basically, if you get to that point you have to assume
other catastrophic damage is laying in wait and the lesser evil is
to panic in the expectation fsck will be run before that fs goes
live again.
	(It's not the only solution; I have no opinion on whether it's
the best solution.)
