Unable to run mergemaster on 5.4-REL/amd64 system

Halfway thru populating /var/tmp/temproot/, install throws up a fatal error, 
anyone else seen this? (The two amd64 systems I tested on have fresh (as of 
10 days ago) 5.4 installs.

*** Error code 64

Stop in /usr/src/etc.

  *** FATAL ERROR: Cannot 'cd' to /usr/src/etc and install files to
      the temproot environment
