Why not install all 32 bit stuff under /compat/freebsd-i386/?
We currently use directory /usr/lib32 for 32 bit libraries,
/usr/libexec/ld-elf32.so.1 for the 32 bit rtld(8) and have no place to
keep 32-bit headers.
