Tom,

As Garance mentioned, 'src/UPDATING.64BIT' is only for Sparc64 and only
addresses moving from a 32-bit time_t to a 64-bit time_t.  It has nothing
to do with changing a machine from being a pure 32-bit platform to a
64-bit one.

Correct, the AMD64 platform has always had a 64-bit time_t.
