disabling sleep when shutting down

This doesn't make any sense to me.  If the shutdown fails, how likely is it
that suspend will work?

I considered that option but thought that disabling suspend completely
would be better in case it was triggered by something else -- for example,
power management which autosuspends based on battery level or inactivity.
