The NFS TLS daemons have been patched to enable KTLS explicitly.  For
other applications, a config file that can be used with OPENSSL_CONF
to enable KTLS is below:

openssl_conf = openssl_init

[openssl_init]

ssl_conf = ssl_sect

[ssl_sect]

system_default = system_default_sect

[system_default_sect]

Options = KTLS
