Direct commits to stable would flush the at-the-time meaningless tags. To 
you and me it won't matter but I'm sure some people will open more than one 
PR to remove them. Someone or some committers will need to address these. 
People issues are usually more difficult to manage than purely technical 
issues.

Anyhow, just thinking ahead trying to avoid tickets. Whatever is easier is 
fine by me.
