Huh?

CVS uses a non-standard time format (which IIRC has changed over time)
in "cvs log" output and Id tags.  In 2004, I patched our version to
optionally use an ISO 8601 format instead, but didn't make it the
default, and enabled it only in projcvs as an experiment.  There hasn't
been any trouble with it for years, so it should be safe to enable it on
[dnp]cvs as well.

At the same time, I patched log_accum.pl to output dates in ISO 8601
format, as you can see from the commit emails.
