This changes the ordering of 'localpkg' which causes old-style start scripts
to be run much earlier than before which I would call a POLA-violation (I
was a bit surprised anyway.) 
It also seems to introduce a circular dependency.

An MFC of rev. 1.143 of etc/rc.d/netoptions seems to fix these problems.
