Go with the new style.

I say that because we should likely move away from having both NOFOO
and NO_FOO to only having NO_FOO, at which time we'd only have one
section.

We do need to consider also having a different name space for internal
only vs external flags as well, aka NOSHARE (which is kinda both right
now).
