While we don't ship IKE daemon, we don't need it on 5-CURRENT.  Though
4-STABLE's rc subsystem doesn't have a hook to invoke IKE daemon,
5-CURRENT has nice RCng subsystem.  If the port has RCng aware startup
script, you can just put it into /etc/rc.d.

FYI: I sent a patch for racoon to the maintainer a while ago.
