I'd guess that the NPL could obsolete GMT for them, as they are
responsible for timekeeping in the UK, AFAIK. They don't actually
say that GMT is obsolete, but they do say the term should be avoided
and that GMT is no longer used for scientific uses.

The EU directive on summer time actually defines the start and end
of summer time in Europe using GMT, so even outside the UK it has
an impact. I couldn't find the directive on the EU's website, but
these people have a PDF copy of it about 3/4 of the way down the
