Well, that's its name.  But to make things clearer, I've done so.
I've also moved the files to tools/debugscripts.   At a later time, I
intend to modify the kernel Makefile to install these files in the
kernel build directory, where they're needed for serial debugging.
That rule will rename dot.gdbinit to .gdbinit and gdbinit.${ARCH} to
gdbinit.machine.
