Here's a quick first version. I didn't see much point in adding the other
things of the README, those are build related. Note that this is my first
foray into mdoc ever, so there is bound to be wrong markup in here :)

.Sh DESCRIPTION
The /rescue file system hierarchy is installed on every
.Os
system to provide a reliable standalone set of tools that can be used in
case of an emergency. The contents of /rescue are all statically linked
and do not depend on anything in /bin or /sbin. In particular, they will
continue to function even if one of those directories or the dynamically
linked executables in them becomes corrupted. For example, note that
/rescue/mount runs /rescue/mount_nfs and not /sbin/mount_nfs.

As an added bonus, /rescue is fairly small (thanks to

) and includes a number of tools (such as

) that are not normally found in /bin and /sbin.
