Ok, so since it seems to be me that started this...

It sounds like it would be better for the system to say "UTC" instead
of "GMT" in the absence of /etc/localtime.  Does anyone disagree?

Warner correctly mentioned it would be best to check with the standards
folks but my best guess on who that would be is Garrett Wollman and
I'm fairly sure he chimes in on these sorts of messages on this list
when appropriate.
