Because anyone can "occupy" ports at -maintained port while it is bad
manners to "seize" ports with perl@, ruby@ (and so on) maintainership.

Of course I intend to participate in maintaining these ports, however
currently my spare time is approximate to zero, so there are no
"unloved" ports at all.
