Um, that's completely crazy.  If you go back and check the mailing lists,
you will find an incredible level of screaming and yelling over this exact
issue.  What we have now is the result of portmgr making a decision that
would anger the least number of people, and which the most of the other
people could live with.  There was no "complete consensus" possible, so
there was nothing else to do except for portmgr to say "this is now what
we are going to do".

If we changed it now, *everyone* would notice, and the screaming and
yelling would be twice as bad.

But I'm sorry, this means that you missed out on about 2 months of heated
discussion that resulted in this text, and only this text, being placed
into the Porter's Handbook.  If you did not participate in that discussion,
there's nothing I, or anyone else, can do about it now.

This is one of those complete no-win situations; but, at some point, someone
has to make a decision and just say "this is the way we are going to do
things from now on".  That has already happened.
