  Log:
  * Finish flipping the switch on -noplistcheck - this is activated by
    passing in the NOPLISTCHECK environment variable instead of
    using PLISTCHECK in the opposite case
  
  * Remove the unused -nodummy function
  
  * Pass in ALWAYS_KEEP_DISTFILES when -distfiles is set
