The major change in this import is the addition of differentiation between
wake and runtime GPEs.  Wake GPEs are now disabled at runtime, which
should help users with SCI interrupt storms.  There is one problem that
should be solved by the next import for GPEs that are shared between
wake/runtime.  However, this is still better than before.
