Hm, are you sure?

# make __MAKE_CONF=/dev/null -m /CURRENT/usr/src/share/mk -V CFLAGS
-O -pipe -mcpu=pentiumpro
# make __MAKE_CONF=/dev/null -m /CURRENT/usr/src/share/mk -V CFLAGS -DNO_CPU_CFLAGS
-O -pipe

I get this same with CPUTYPE in /etc/make.conf:

# make -m /CURRENT/usr/src/share/mk -V CFLAGS
-O -pipe -march=pentiumpro
# make -m /CURRENT/usr/src/share/mk -V CFLAGS -DNO_CPU_CFLAGS
-O -pipe
