I don't think it should be necessary to have a complete "copy" of
trademarks.ent in the language specific directories.  E.g. see how it's
done for the Japanese translation where only the translated entities are
in the localized trademarks.ent.

Then they just use it like this in the documents :

<!ENTITY % ja-trademarks PUBLIC "-//FreeBSD//ENTITIES DocBook Trademark Entities//JA">
%ja-trademarks;
<!ENTITY % trademarks PUBLIC "-//FreeBSD//ENTITIES DocBook Trademark Entities//EN">
%trademarks;
