src/usr.bin/kyua breaks on manbuild.sh: Permission denied (fwd)

I ran on local PC (not server) svn export -q file:///usr/svn/base/head
-rwxr-xr-x  1 jhs  staff  5187 Mar 17 17:56 contrib/kyua/doc/manbuild.sh*
So SVN is setting the X bit OK

My local PC (fed from CTM deltas) has:
-rw-r--r--  1 mailnull  mailnull  5187 Mar 24 12:47 /pub/FreeBSD/branches/-current/src/contrib/kyua/doc/manbuild.sh

On generator host ctm.berklix.org I see
-rw-r--r--  1 sms  ctm  5187 Mar 24 07:09 /home/sms/library/ctm/FreeBSD/FreeBSD-cur/src/contrib/kyua/doc/manbuild.sh
-rwxr-xr-x  1 sms  ctm  5187 Mar 24 07:05 /home/sms/library/ctm/Temps/FreeBSD-cur/src/contrib/kyua/doc/manbuild.sh*

How the ctm generator scripts use those I don't know.
