Upgrading Linux to kernel-smp-2.2.17-14.i686

Hi
I am trying to upgrade Linux Redhat kernel 2.2.12-20 to 2.2.17-14 but I get the following erroe:

error: failed dependencies:
 rpmlib(VersionedDependencies) <= 3.0.3-1 is needed by kernel-smp-2.2.17-14

I then down loaded the rpmlib i.e rpm-4.0.1-0.6. When I try to install it I get the following
 
only packages with major numbers <= 3 are supported by this version of RPM
error: rpm-4.0.1-0.6.i686.rpm cannot be installed

The package I am using to install is rpm. I issue rpm -Uvh <package name>>
Please help.
