driver / kernel ignores TEST UNIT READY command

If I remember my SCSI spec correctly, TUR response is supposed to be
immediate.  If the device takes significant time to respond to TUR it would
violate the SCSI spec (again, IF I'm remembering things correctly).

The Linux SCSI drivers have in the past been making accomodations for old
devices that do not implement the SCSI spec correctly.  While good for
antique collectors, this has caused additional effort for users that have
newer SCSI compliant devices (ex. multiple LUNs per SCSI ID defaults to
disabled).
