Boot Delays and Messages on RH7.1 Linux + AHA2940AU

I'm experiencing painful delays during attempts to boot my Linux system.  This
is Redhat 7.1 with a recompiled generic 2.4.7 kernel.

10% or less of the time, this system will initialize the aic7xxx driver, pause
for a few seconds, then recognize my scsi drives and continue with the rest of
the kernel boot.

90% of the time, that pause turns into a many-minute delay as the system can't
quite find my SCSI devices and proceeds into a process of various attempts to
find out what's valid and what's not... Log activity shown below.

I have the following equipment:

Tyan Tiger 100 motherboard, 512M RAM,
Two EIDE IBM hard drives on a single Promise Ultra66 controller
One EIDE cdrom on the embedded PIIX4 controller
Adaptec AHA-2940AU with
  - Microtek Scanmaker E6 on external
  - HP 9660 external cd burner
  - HP 1533 internal scsi tape unit

Note that I recently took this system to another location and without the
scanner online, just the external burner and internal tape, I had to reboot
many times to get it to identify the HP cd burner..

Any idea what's going on here?
