[bug] misdetection of syncrate in aic7xxx version 5.1.19

Hi,

I've experienced a problem in the hardware syncrate detection with both
kernels2.2.10-ac12 and 2.2.11 : my CD-writer (Plextor PX-R820T) isn't
recognized as a Fast-SCSI device anymore. That's a bit strange since the
other negociation rates are still OK (particularly my other CDROM).
I didn't found yet what the problem is since it seems that a lot of things
have been rewritten in aic7xxx.c .
The information I can read in /proc/scsi/aic7xxx/0 confirm what the driver
says while booting. Have a look at my syslog.

I run Linux on a x86 box with an Adaptec 2940U2W (bios version 2.11).
