Thanks to all who responded. I fixed my problem by applying two patches
from the redhat.com/pub/aic ftp site. I did not change my basic kernel,
it is still Linux 2.0.34. I applied patches:
aic7xxx-5.0.19-2.0.34.patch
aic7xxx-5.1.2-2.0.35.patch
I was a little leary of applying the 2.0.35 patch to a 2.0.34 kernel
but it seemed to work and my problem is gone. No need to change SCSI
ids. The Seagate hard drive is always detected now after many reboots.
