We finally have an internal repro of this issue to debug, more details to come.
The issue seems to be specific to PCI gen 5, when we test using Gen 4 slots we
did not see the issue.

Depending on your motherboard you might be able to limit the PCI slots to Gen 4
or disable Gen 5 as a workaround. Comment #10 tested that but still observed
the bug, so YMMV.
