With 5.15 and 5.10 VRR works without problems, every fullscreen window was
recognized and FreeSynced.
Now it only works occasionally or not at all.
I use Wine to play games but its also possible to reproduce this very well with
native games.
Minetest_game is a good example, as soon as you start the game in fullscreen as
it should be, the refresh rate changes and stays frozen.. This remains until
you restart Xorg or the system.
