To be accurate, Vulkan Video is already supported but none of the codecs are
due to patents (QUEUE_VIDEO_DECODE_BIT_KHR vs.
VIDEO_CODEC_OPERATION_DECODE_H264_BIT_KHR). It gets even weirder after
https://gitlab.freedesktop.org/mesa/mesa/-/commit/7b22dd8bfdc3 which disables
even non-patented codecs by default.
