Did you set ANV_VIDEO_DECODE=1 on Intel and RADV_PERFTEST=video_decode on AMD
GPUs via environ(7) like bug 272575 suggested? I've been dogfooding
--hwdec=vulkan for >2 months on Intel Skylake with mesa-devel and drm-515-kmod.

If you see artifacts (e.g., green video in my case) try reverting ports
e14404ac73e7 or try 5.15-lts branch mentioned in bug 274770.
