This is a long-standing bug of LLVM_DEFAULT=13 being forced unconditionally on
line 91. I vaguely recall it was justified circa LLVM 9, but these days it is
pretty arbitrary value chosen by someone. It is also wrong because technically
it should be version 11, not 13 (at least /was/ wrong last time it was
discussed in June, see bug #264783, comment #7 and below).
