Patch for pixman

Switch to Meson (fixes compilation on aarch64)
Add "make test"
Drop static library

Compile and runtime tested on FreeBSD 13.1-STABLE #0

Poudriere testport OK 12.3-RELEASE (amd64)

Keeping USES= xorg-cat:lib interferes with meson build
