DEVD has not been part of the default options for xorg-server since FreeBSD 11.
 In both 12 and 13 it is disabled by default.  DEVD was used before FreeBSD got
evdev support, and to have that working, you needed xf86-input-mouse and
-keyboard.

The default set of drivers in xorg-drivers, which do not include the
xf86-input-evdev driver is enough for a default configuration.  This is why I'm
asking you to verify that you have xf86-input-libinput installed, as that one
is part of the default config, and is enough for a default config with mouse
and keyboard to work.

If you have disabled both the DEVD and UDEV option in xorg-server, then you are
not using the default config, and might need further drivers.  Although, in
that case, xf86-video-evdev would probably also not work.
