hi!

I just stumbled across a traffic hang bug in iwn(4) which has been
around for a while, and likely the cause of some of y'all telling me iwn(4)
just randomly hangs now.

I fixed it in -head and I'll MFC it to earlier versions next week. D60848
should apply pretty cleanly to stable/15 and stable/14 .

I'd appreciate it if anyone using iwn(4) would give it a whirl and let me
know.
