The laptop does not have built-in bluetooth so a TP-Link USB BT adapter is
used. From dmesg:

Running 'bluetooth-config scan' produced the following changes under
/etc/bluetooth/ ...

After re-try many times, pairing the mouse finally worked. From dmesg:

However, following a reboot, the mouse no longer works.

I see an entry in /var/db/bthidd.hids. /var/db/hcsecd.keys is empty.

Erasing the bluetooth configuration and re-running bluetooth-config scan fails
to re-pair the mouse.

Note that 'hccontrol -n ubt0hci inquiry' reliably works.

I also see these errors in /var/log/messages after the reboot.
