Can you try to also load vmm.ko from loader if you set pptdevs in loader.conf?
Does it make a change?

Otherwise you can use devctl at run time to adjust it: disable set driver,
enable.
        devctl disable pci0:3:0:0
        devctl set driver pci0:3:0:0 ppt
        devctl enable pci0:3:0:0

should do I think.
