WEP fix (which was broken in 2022, heh)

It looks like WEP broke in 2022 with a security fix.

I traced it down during some crypto API verification and because my
Nintendo DS - which still works, thank you very much - only supports
open an WEP networks.

I know I know, it's WEP in 2026, but super legacy devices still rely
on it and it /is/ forcing me to clean up a lot of old code which is
helping get the stuff i need for MFP key management cleaned up.
