Hmm even with that I end up in 11ac;  how old was your wpa_supplicant?

I wonder if you have updated it
- main a0e45db6f6eb6660e78921bbd5307fa7fc13d0a9
- stable/14 8552e8de6d7e980403c2247f9c2b802211b4b894
- or are you using the ports version (which I should check if it has that
   change -- likely not)?
