I realized that 2.4 GHz is "globally fine" while 5 GHz depends per country, so
reporting regdomain mismatch is only possible if a driver allows passive AP
scan without a regdomain set.

net80211/ifconfig/wpa_supplicant maybe should print a warning when the default
regdomain? (as in, regdomain wasn't set) is still set.
