After running

sh /etc/rc.d/wpa_supplicant stop wlan0

the wlan interface was down (not UP) again:

# ifconfig wlan0 
wlan0: flags=8802<BROADCAST,SIMPLEX,MULTICAST> metric 0 mtu 1500

We should fix that.  Stopping the supplicant shouldn't take the IF down and all
that comes along with it.
