You are seeing exactly what I see. Requests go out but there are no responses
from the DHCP server. This certainly looks to me like a DHCP problem and not an
interface issue.

What I hope to find is someone who can connect a wired interface to their
router to see if that works. It really looks to me like some newer equipment is
not happy with the REQUEST/ DISCOVER packets sent by either the base or the
ports dhclient.

One thing you might try is to go back to dhclient
4a8c3cd0dffb9ae8d6fcec841979aff66a60e967, the first update to releng13.1,  and,
if that works, bisect to see where it broke. It is possible that going back
that far might fail to build, but that is unlikely. As it is in userland, you
only have to build and install /sbin/dhclient and not need to build the kernel
or the rest of user software.

It might also be useful to know what router you are using including the
firmware version running on it. I can say that everything works fine on my home
ASUS RT-ARCH13 running
